Cast your mind back to 2007-2008, when a government led by the Congress party launched a scheme aimed at granting scholarships to students from religious and ethnic minority groups. This initiative continued even as successive governments, including the BJP, held the reins for the next nine years. Only recently did the Honourable Minister for Minority Affairs, Smt. Smriti Irani, bring to our attention some disturbing anomalies related to these scholarships and the discovery of redundant schemes after their incorporation with the University Grants Commission (UGC).

Let’s get inside the unbelievable facts with respect to number of institutions and amounts involved. Approximately a number close to ?150 crores was disbursed among approximately 1,600 educational institutions, catering to students from grades 1 to 10. With every five-year plan, considerable sums were earmarked for students from religious minority communities such as Muslims and other Ethnic minorities. But as investigations kicked off, it became evident that something was amiss.

Honourable Minister for Minority Affairs Smt. Smriti Irani, in her commitment to clarity, set in motion a process to verify the existence of these educational institutions. What was learned was indeed disconcerting and just could be the tip of the iceberg. In various states like Chattisgarh where 62% of the institutions scrutinized were fake, Rajasthan 99 out of 129 were fake, Assam 68% of the scrutinized were found fake Uttar Pradesh 44%, and in West Bengal 39% were found fake.

Deceptive Numbers: The Scam Unveiled

Normally, when a citizen goes to a bank to create a regular account, the authorities examine numerous facts and papers before creating an account. The question here is how would this kind of a scam would swiftly operate. Despite the institutions not actually existing, funds were still being disbursed. Multiple agencies were involved with the task of beneficiary verification including central and state-level nodal agencies. Bank accounts were opened for beneficiaries upon document verification and cross-checking student lists, after which disbursements were made into these accounts. However, here’s where it gets intriguing – there were more beneficiaries registered than actual students, and some beneficiaries were associated with a single mobile number.

Consider this: over 66,000 students received benefits in Kerala, surpassing the official student count. Similarly, in the Anantnag district of Kashmir, 7,000 students were receiving scholarships despite only 5,000 being eligible. In Assam, 66,000 beneficiaries were linked to a bank branch that, as it turns out, didn’t even exist.

Political Connections and Ethical Questions

It is not just the money that is being lost, what’s more, alarming is the suspected nexus between these fraudulent activities and political parties. It’s been noticed that some elements within certain ethnic communities, often engaged in protests, appear to be exploiting these schemes as well as acting as beneficiaries. This clearly addresses the concern and addresses the question of whether these policies were designed to garner electoral benefits by favouring specific groups, if so we need to identify such groups and know all about them.

Demand for Transparency and Action

As responsible citizens we must ask our leaders to be open and honest at least with regard to those we have already elected and those we are likely to choose in the near or distant future. It’s essential for every successive government to expose any wrongdoings, regardless of their party affiliations. The investigation by the Central Bureau of Investigation of India the CBI into this matter signifies a move in the right direction.

A Call for a Stronger Democracy

Let us all get the inspiration or rather learn a lesson from this situation and remember that our democracy could only flourish when we are informed and proactive participants. We as citizens have the responsibility of holding our leaders accountable for the distribution and spending of the tax money. It is important to ensure the riches of our country are used for the benefit of all classes equally and not just a privileged few.
