Intelligence Agencies: What They Are and Why They Matter

Intelligence agencies are organizations that actively work for the government by collecting analyzing information that can be used for various purposes majorly national security, foreign policy, law enforcement, military, etc. Intelligence agencies can be classified into two main types: public and private.

Public intelligence agencies are those that are funded and controlled by the government or the state. They usually operate under the supervision of a ministry or a department such as the Ministry of Defence or the Department of Homeland Security. They are accountable to the elected representatives and the public and they must follow certain laws and regulations. Some examples of public intelligence agencies are:

Private intelligence agencies are those that are funded and controlled by private entities such as corporations and individuals or non governmental organizations. They usually operate independently or under contract with public intelligence agencies or other clients. They are not accountable to the public or the law, and they have more flexibility and secrecy. Some examples of private intelligence agencies are:

Why Intelligence agencies are necessary

Some of the main reasons are:

To protect national security: Intelligence agencies help to protect national security by identifying and countering threats from foreign enemies or domestic adversaries. They also help to prevent or resolve conflicts by providing information and options to policymakers.

For example the CIA played a great role it helped to prevent a nuclear war between the US and the Soviet Union during the Cuban Missile Crisis in 1962 as the CIA providing photographic evidence of Soviet missile installations in Cuba.

The SIS played a positive role and resolved the Iranian hostage crisis in 1980 by facilitating secret negotiations between Iran and the US that ultimately led to the release of 52 American hostages.

The RAW helped to create Bangladesh in 1971 by supporting the Mukti Bahini rebels against Pakistan.

To advance foreign policy: Intelligence agencies help to advance foreign policy by influencing or intervening in the affairs of other countries or groups that affect national interests. They also help to promote cooperation or competition with allies or rivals by providing information and analysis on their capabilities and intentions. For example,

The CIA helped to overthrow the democratically elected government of Iran in 1953 by orchestrating a coup d’etat that installed a pro-Western monarch.

The SIS helped to establish diplomatic relations with Israel in 1992 by facilitating secret contacts and meetings between the two countries.

The RAW helped to counter China’s Belt and Road Initiative BRI by exposing its strategic and economic implications and supporting alternative initiatives such as the International North South Transport Corridor INSTC and the Asia Africa Growth Corridor (AAGC).

To support law enforcement: Intelligence agencies help to support law enforcement by detecting and preventing crimes such as terrorism, drug trafficking, money laundering, human trafficking, etc. They also help to prosecute and convict criminals by providing evidence and testimony in courts. For example the CIA helped to capture and kill Osama bin Laden the leader of Al Qaeda in 2011 by tracking his location and conducting a raid in Abbottabad, Pakistan.

The SIS helped to foil a plot to bomb transatlantic flights in 2006 by infiltrating and arresting the terrorists who were planning to use liquid explosives disguised as drinks.

The RAW helped to bust a fake currency racket in 2010 by tracing and seizing the counterfeit notes that were being smuggled from Pakistan and Nepal.

Here is a table mentioning every agency in the world regardless of whether privately owned or public.

RAW India: The Secret Service That Shaped The Nation

RAW, or the Research and Analysis Wing, is India’s premier external intelligence agency. It was established in 1968 after the intelligence failures of the 1962 and 1965 wars with China and Pakistan. Since then, it has played a crucial role in India’s national security, foreign policy, and covert operations. In this article, we will explore the history, operations, officers, challenges, future, and controversies of RAW.

History of RAW

The history of RAW can be traced back to the vision of Rameshwar Nath Kao, the first chief of the agency. Kao was a spy who had served as Prime Minister Nehru’s personal security chief and Prime Minister Rajiv Gandhi’s security advisor. He was also the founder of the Aviation Research Centre (ARC) and the Joint Intelligence Committee (JIC). He was an extremely private person who was rarely seen in public and was photographed only twice in his entire life.

Kao was appointed as the Secretary (Research) in the Cabinet Secretariat of the Government of India in 1968. He was given the task of creating a new intelligence agency that would focus on external threats and covert operations. He named it the Research and Analysis Wing (R&AW) and recruited some of the best officers from various fields. He gave them professional training and equipped them with modern technology. He also developed secret ties with other intelligence agencies such as the CIA and Mossad.

Kao’s achievements as the chief of RAW are legendary. He is credited with:

The creation of Bangladesh in 1971 by supporting the Mukti Bahini rebels against Pakistan.

The annexation of Sikkim in 1975 by orchestrating a referendum that favored India.

The establishment of the National Security Guard (NSG) in 1984 to counter terrorism within India.

The exposure of Pakistan’s nuclear program in 1978 by obtaining vital information from a defector.

Kao retired in 1977 after serving as the chief of RAW for nine years. He was succeeded by K. Sankaran Nair, who continued his legacy until 1983. Since then, RAW has been headed by various officers who have faced different challenges and opportunities.

Mauritius

The prevention of a coup in Mauritius in 1983 by exposing a conspiracy by some army officers was a remarkable achievement of India’s intelligence agency, the Research and Analysis Wing (RAW). Here is a brief summary of the events that led to this operation:

In 1982, Mauritius had a coalition government led by Prime Minister Anerood Jugnauth, who belonged to the Indian-origin majority community. His deputy was Paul Berenger, a radical leftist who favored the Creole and Muslim minorities and had close ties with Libya and the Soviet Union.

Berenger was unhappy with Jugnauth’s pro-India policies and tried to undermine him by creating communal tensions and inciting violence. He also planned to overthrow Jugnauth with the help of some army officers who were loyal to him.

Jugnauth sensed the danger and sought India’s help to prevent a coup. He met Prime Minister Indira Gandhi in New Delhi in February 1983 and requested military assistance. Gandhi agreed to support him and authorized a secret operation codenamed “Lal Dora” to intervene in Mauritius if necessary.

Share:💬 WhatsApp✈️ Telegram𝕏 X📘 Facebook

The operation involved two teams: one team consisted of four RAW agents who infiltrated Mauritius disguised as Sikh pilgrims; another team consisted of two Indian Navy pilots who flew a helicopter over Mauritius armed with rockets and machine guns. The plan was to create a diversion by firing rockets at Berenger’s hideout while the agents entered his room and arrested him.

However, the operation was aborted at the last minute due to a lack of coordination between the Indian Army and the Navy, as well as diplomatic pressure from the United States and Britain, who were wary of India’s intervention in Mauritius. Instead, Gandhi decided to rely on RAW’s covert actions to expose Berenger’s conspiracy and reunite the Indian community in Mauritius.

RAW succeeded in its mission by using various tactics such as spreading rumors, bribing officials, leaking information, and influencing media. RAW also managed to recruit one of Berenger’s close associates as an agent, who provided vital information about his movements, activities, contacts, etc.

As a result of RAW’s efforts, Berenger’s plot was foiled and his popularity declined. Jugnauth was able to consolidate his power and win the elections in 1983. He remained in office for more than a decade and maintained close relations with India. He also appointed an Indian general as his national security adviser.

One of the most celebrated and noteworthy achievements of RAW that can never be forgotten was its role in the liberation of Bangladesh in 1971. Pakistan was in parts that is the Bangladesh was formerly known as East Pakistan and was part of Pakistan since 1947. However, the people of East Pakistan faced discrimination, oppression, and exploitation by the West Pakistani government and military. In 1970 a massive cyclone hit East Pakistan that killed hundreds of thousands of people and leaving millions homeless. The West Pakistani government failed to provide adequate relief and assistance to the victims which sparked widespread resentment and anger among the East Pakistanis.

In 1971 the Awami League a political party that represented the interests of the East Pakistanis was able to win a landslide victory in the general elections. However, the West Pakistani government refused to accept the results and declared martial law in East Pakistan. This triggered a violent uprising by the East Pakistanis, who demanded independence from Pakistan. The West Pakistani army launched a brutal crackdown on the rebels and killed millions of civilians and a humanitarian crisis was created.

RAW saw this once in a lifetime opportunity to weaken Pakistan and create a friendly neighbor for India. RAW supported the rebels who were known as the Mukti Bahini The Freedom Fighters by providing them with arms and training as well as funds, intelligence, and diplomatic support.
