Matunga has long been considered the cultural and educational soul of Mumbai. However, the stretch of road housing the prestigious Poddar and Ruia Colleges is currently telling a darker story—one of urban decay, administrative surrender, and a blatant Mafia Raj over public property.
Poddar Katta, a public seating area designed for students and elderly residents to enjoy the neighborhood’s quiet charm, has been hijacked. It is now the epicenter of an illegal Khau Galli dominated by food trucks, unauthorized stalls, and piles of rotting garbage. This is not just a case of simple encroachment; it is a textbook example of how Mumbai’s public assets are auctioned off through informal bribes, leaving tax-paying citizens and pedestrians in the lurch.
The Arrogance of “Mera Idhar Dhanda Hai”
The most startling aspect of the Poddar Katta crisis is the sheer defiance of those occupying the space. When residents or pedestrians attempt to reclaim even a sliver of the footpath, they are met with the chillingly prideful response:
“Mera idhar dhanda hai” (This is where I do my business).
This pride does not stem from a legitimate municipal licence. It originates from the Chiri-Miri culture. By paying off middlemen and local “mats” (mafia agents), these vendors have effectively “rented” public land that the BMC is legally bound to protect. When a vendor claims a “dhanda” on a public sidewalk, they are indirectly boasting about the unofficial protection they have purchased from the system.
The “Cold Storage” Protocol: Why BMC Drives Fail
Citizen groups have documented the degradation of this area for years. Photos of beer bottles, leftover food plates, and vagrants occupying benches are regularly tagged to the F/North Ward Office and senior officials. Yet, the result is a predictable, frustrating cycle:
- The Raise: Citizens complain and tag officials on social media.
- The Twist: A small squad or a single JCB arrives for a symbolic drive.
- The Burn: Encroachers are tipped off, hide for a few hours, and return as soon as the officials leave.
- The Cold Storage: The file is marked as action taken and buried until the next wave of public outrage.
This cycle persists because of Electoral Merit. Encroachers are often protected as loyal vote banks, making them untouchable for local politicians, even when they are unauthorized outsiders or parprantis.
Unclaimed Fixtures and Footpath Nuisance
The nuisance extends beyond active vending. Overnight, the footpaths remain cluttered with unclaimed furniture and fixtures—plastic chairs, tables, and crates parked by vendors to mark their territory. This creates a permanent blockade for pedestrians, forcing them onto the road into the path of oncoming traffic.
Furthermore, the area has become a magnet for vagrants and homeless individuals who occupy the newly built katta benches, often engaging in open-air drinking and littering. This transition from a public seating area to a nuisance spot has happened in plain sight of the authorities.
The Citizen’s Demand: A Direct WhatsApp Helpline
The current system—where complaints are handled by low-level babus or local police—is fundamentally broken. These officials are often the primary beneficiaries of the Chiri-Miri and have a vested interest in maintaining the status quo.
Newspatron strongly supports an independent WhatsApp-based helpline where citizens can freely submit images, videos, and text complaints without fear, pressure, or getting informally tracked at the local level. The whole point is simple: people should not be forced into a painful, bureaucratic portal maze just to report an obvious civic nuisance. A direct channel must offer ease, speed, and practical anonymity so ordinary residents, students, and senior citizens can report encroachment without retaliation.
Newspatron joins the call for a Digital Accountability Model to bypass the local rot:
- Instant Submission: A dedicated WhatsApp helpline where citizens can instantly submit photos, videos, and text messages of street nuisance.
- Joint Review: This footage must not be left to the discretion of a ward-level clerk. It should be reviewed by a panel including BMC Corporators, the Municipal Commissioner, and senior SWM officials.
- Swift Action & Feedback: Once a spot is flagged, the system must show real-time Cleared status, with the official responsible for the ward held accountable if the encroachment returns within 24 hours.
Call to Action: Document the Decay
Citizens of F/North Ward and Matunga, it is time to stop being silent spectators. We must flood the digital space with evidence until the authorities can no longer look away.
What to report:
- Illegal Vendors: Food trucks and carts operating without visible licences.
- Footpath Obstructions: Parked furniture, crates, and fixtures left overnight.
- Littering & Nuisance: Large-scale garbage accumulation around food hubs.
- Vagrancy: Unauthorized occupation of public benches for illegal activities.
Newspatron will continue to track every complaint sent to the F/North Ward until Poddar Katta is returned to the people of Mumbai.
